How can increase the voltage on a Neon sign transformer?

Its rated at 15kV at 30 mA.
Should I remove the center tap or just double or even triple the input voltage?

Do not apply more than rated voltage to any transformer. It will saturate and draw large current and burn up. You cannot increase the voltage this way. You have to buy a transformer that is rated for the voltage you need.
