Is there an international law that a foreigner who works in another country should have higher salary?
For example an American works in the Philippines, therefore he.she must have a higher wage than the Filipinos. And if a Filipino works in the US his/her wage should be higher than that of the Americans.
(I’m an American who is currently working in the Philippines.)

UN, to which both US & Philippines are members, have passed resolutions regarding working conditions, in very broad terms, and sustainable wages, in very broad terms. How each country interprets them and implements them is entirely up to each country. This means the answer to your answer is ‘no’ and each country is allowed to set their own laws regarding payment of wages.
