why does my computer lag for a little while then goes back to normal?

once in a while my computer starts to lag with a really loud humming noise then it gets back to normal again for like a minute.Theres also a massage that pops up,2 messages really…one is about the graphics card(i have a Geoforce 7950 i think..i threw away the box…)anyway…it says that my graphics card is not getting suffecient power and the other massage pops up when my computer lags it says RUNDLL Error loading Nvcp.dll A dynamic link library (DLL) initialization routine failed.Please help me i cant even play a game like Call of duty 4 without it lagging really bad once in awhile and it never lagged before at all.

This is just a edicational guess but maybe because your computer has to many programs it has to load at once which could cause major lag or minor lag and eventually as computers get older it gets worst little by little but it should still last for years. Its either this or your internet connection isnt that good or else both of these thing are making you lag.

A.K.A.: Reading all programs at once = lag all done loading at once = stop lagging.
